I used to live in Sydney as a kid, and there are water fountains in every playground, on every beach, zoos, all tourist areas, at every turn. London, and other major cities should follow suit.

Sydney has been promoting the use of tap water over bottled with they Tap campaign: http://shoroc.com/2011/tap-campaign/
The idea is great as you know no longer feel guilty of being a cheapskate when asking for tap water in a restaurant and do you bit for the environment.
Tap water gets served in pretty cool bottles too: http://bit.ly/wrkRVa
